Policy Interpretation of the Several Measures for Further Supporting the High-Quality Development of the China (Haikou) Overseas Students Pioneer Park

一、《进一步支持中国（海口）留学人员创业园高质量发展的若干措施》（以下简称《措施》）起草背景
I. Background to the Drafting of Several Measures for Further Supporting the High-Quality Development of the China (Haikou) Overseas Students Pioneer Park (hereinafter referred to as the "Measures")

为深入贯彻落实《海南自由贸易港人才荟萃之岛建设方案》和《落实“1+3”人才工作方案重点任务清单》中“大力支持中国（海口）留学人员创业园建设”的要求，构建更加开放的引才机制，进一步完善留学归国人员服务保障，激发留创园活力，助力自贸港人才高地建设，经市政府常务会议审议通过，2025年12月17日,《进一步支持中国（海口）留学人员创业园高质量发展的若干措施》（海人社发〔2025〕183号）由海口市人力资源和社会保障局、中共海口市委人才发展局联合印发，有效期三年。
The Several Measures for Further Supporting the High-Quality Development of the China (Haikou) Overseas Students Pioneer Park (Hai Ren She Fa [2025] No. 183) were jointly issued by the Haikou Municipal Human Resources and Social Security Bureau and Talent Development Bureau of the CPC Haikou Municipal Committee on December 17, 2025, following deliberation and approval at the Executive Meeting of the Municipal People's Government. The Measures are effective for a period of three years. The objectives are to implement the requirements set forth in the Construction Plan for the Talent Island of Hainan Free Trade Port and the Key Task List for the Implementation of the "1+3" Talent Work Plan, which call for vigorously supporting the development of the China (Haikou) Overseas Students Pioneer Park, and to establish a more open talent attraction mechanism, further enhance service support for overseas-educated returnees, invigorate the Park, and contribute to building the Free Trade Port into a talent hub.

二、《措施》概念界定
II. Definition of Terms in the Measures

（一）中国（海口）留学人员创业园：于2021年12月由人力资源社会保障部和海南省人民政府联合共建，以海口复兴城互联网信息产业园、海口国家高新区创业载体和江东新区创业载体为共建区，形成一园三区整体布局，是以服务于留学回国人员创业为主的公益型科技服务机构，日常管理由园区运营单位负责。
(1) China (Haikou) Overseas Students Pioneer Park: Jointly established in December 2021 by the Ministry of Human Resources and Social Security of the People's Republic of China (MOHRSS) and the People's Government of Hainan Province, it integrates the Haikou Fullsing Internet Industrial Park and the entrepreneurship bases in the Haikou National High-Tech Zone and the Jiangdong New Area, forming a unified layout of one park across three zones. It is a non-profit technological service institution dedicated primarily to supporting business ventures by overseas-educated returnees. Daily management is the responsibility of the Park's operating entity.

（二）实质性运营：是指企业的实际管理机构设在海南自由贸易港，并对企业生产经营、人员、账务、财产等实施实质性全面管理和控制。
(2) Substantive operation: This term refers to a scenario where the enterprise's actual management organization is located in the Hainan Free Trade Port and exercises substantive and comprehensive management and control over the enterprise's production, operations, personnel, accounts, and assets.

（三）留创企业：指以留学人员为主创办注册的企业。该企业的法人代表应是留学人员且所持股权不低于10%，或该企业自然人中的第一大股东是留学人员，或该企业股东中的留学人员股东所持股权合计不低于30%。
(3) Overseas-educated talent enterprise: This term refers to an enterprise founded and registered primarily by overseas-educated returnees. The legal representative of such an enterprise should be an overseas-educated returnee holding no less than 10% of the equity, or the largest individual shareholder among the enterprise's natural persons should be an overseas-educated returnee, or the combined equity held by overseas-educated returnee shareholders in the enterprise should be no less than 30%.

（四）高层次人才：分类标准按《海南自由贸易港高层次人才分类标准（2022）》执行。若后续有新的文件规定出台，以最新规定为准。
(4) High-level talent: The classification standards shall be implemented in accordance with the High-end Talent Classification Standards of Hainan Free Trade Port (2022). Should new regulations be issued in the future, the latest regulations shall prevail.

（五）留学回国人员：指在我国认可的国(境)外高等院校、科研机构学习满一年，并获得学士及以上学位的人员;或在国内已取得学士及以上学位或中级及以上专业技术职称，并在国(境)外高等院校、科研机构从事博士后或访问学者研究工作满一年的回国人员。
(5) Overseas-educated returnees: This term refers to individuals who have studied for at least one year at a foreign (overseas) institution of higher education or research institution recognized by China and have obtained a bachelor's degree or higher; or individuals who have already obtained a bachelor's degree or higher or intermediate-level professional/technical titles or above in China and have engaged in postdoctoral research or worked as visiting scholars at foreign (overseas) institutions of higher education or research institutes for at least one year before returning to China.

三、《措施》主要内容
III. Main Content of the Measures

《措施》共七条，聚焦支持企业、赋能园区、吸引人才、优化服务等重点方向，系统构建促进留创园高质量发展的政策体系，具体如下：
The Measures consist of seven articles focusing on supporting enterprises, empowering the Park, attracting talent, and optimizing services. They establish a systematic policy framework to promote the high-quality development of the Park, as detailed below:

（一）支持留创企业加速发展。对参加创新创业大赛获奖企业，并在园区注册且实质性运营1年以上的，可获得一次性资金奖励。具体如下：获国家级创新创业大赛一等奖、二等奖、三等奖的企业，分别给予100万元、70万元、50万元的奖励；获省级创新创业大赛一等奖、二等奖的企业，分别给予10万元、5万元的奖励。
(1) Supporting the accelerated development of overseas-educated talent enterprises. Companies that have won awards in innovation and entrepreneurship competitions, are registered in the Park, and have been in substantive operation for over one year are eligible for a one-time financial reward. The specific rewards are as follows: Enterprises winning first, second, and third prizes in national-level innovation and entrepreneurship competitions shall receive rewards of RMB 1 million, RMB 700,000, and RMB 500,000, respectively. Enterprises winning first and second prizes in provincial-level innovation and entrepreneurship competitions shall receive rewards of RMB 100,000 and RMB 50,000, respectively.

（二）支持留创企业引进高层次人才。对在园区注册并实质性运营1年以上的企业，首次全职引进A、B、C、D、E类高层次人才，且与其签订劳动合同并在海口市连续缴纳社保满1年的，分别给予企业30万元/人、10万元/人、5万元/人、3万元/人、2万元/人的引才奖励。
(2) Supporting overseas-educated talent enterprises in attracting high-level talent. Enterprises registered in the Park and in substantive operation for over one year are eligible for a talent attraction reward when they, for the first time, recruit a high-level talent (classified as Category A, B, C, D, or E) on a full-time basis, sign a labor contract with said talent, and continuously pay social insurance for the talent in Haikou for one full year. The rewards are set at RMB 300,000, RMB 100,000, RMB 50,000, RMB 30,000, and RMB 20,000 per person, respectively.

（三）支持园区创新发展环境建设。支持园区配备办公室、会议室、培训室、路演厅、直播间、技术检测中心和实验室等共享空间和设备设施。建立园区创新发展环境建设考核体系，从园区提供的公共服务质量、平台建设、企业孵化数量、成果转化实效、企业发展质量、人才引进成效等核心指标，每年集中考核一次，按考核得分等级实施差异化奖励，对考核90分以上的园区奖励20万元，80—89分奖励15万元，70—79分奖励10万元。
(3) Supporting the development of an innovation ecosystem of the Park. Support is provided for the Park to equip itself with shared spaces and facilities, such as offices, meeting rooms, training rooms, roadshow halls, live streaming studios, technology testing centers, and laboratories. An assessment system for the Park's innovation ecosystem development shall be established. Based on core indicators such as the quality of public services provided, platform development, the number of incubated enterprises, the effectiveness of research outcome commercialization, the quality of enterprise development, and the results of talent attraction, a centralized assessment will be conducted annually. Differentiated rewards will be granted according to the assessment score tier: a reward of RMB 200,000 for a score of 90 or above; RMB 150,000 for a score between 80 and 89; and RMB 100,000 for a score between 70 and 79.

（四）支持园区建立全方位服务体系。支持园区开展留创园建设运营相关的创业培训、宣传推介、资源对接、产学研融合等服务事项。
(4) Supporting the Park in establishing a comprehensive service system. Support is provided for the Park to carry out service activities related to its development and operation, such as entrepreneurship training, promotional events, resource matching, and industry-academia-research integration services.

（五）支持园区举办交流活动。支持园区承办人社部“中国留学人员国际交流与合作大会”“海外学子报国行”“创业导师走进留创园”等和教育部留服中心组织的“大师公开课”“创新工坊”等系列活动。
(5) Supporting the Park in hosting exchange activities. Support is provided for the Park to host a series of events, including those organized by MOHRSS—such as China Overseas-Educated Talent International Exchange and Cooperation Conference, Overseas Students Patriotic Tour, and Entrepreneurship Mentors Enter the Overseas Students Pioneer Park—as well as activities organized by the Chinese Service Center for Scholarly Exchange, such as Master Open Classes and Innovation Workshops.

（六）支持留学回国人才创业考察。留学回国人员有意向在园区投资创办企业的，可向园区提交创业计划书等材料。经园区审核通过，创业人员（每个项目至多2名）可免费享受园区3天考察期间餐饮、住宿、交通及项目对接、园区介绍等服务。
(6) Supporting overseas-educated returnees in entrepreneurial visits. Overseas-educated returnees who intend to invest in and establish enterprises in the Park may submit materials such as a business plan to the Park. Upon approval by the Park, the entrepreneurs (up to two individuals per project) will be provided complimentary services during a 3-day visit, including meals, accommodation, transportation, project matching, and Park introduction services.

（七）支持融资服务。鼓励金融机构与园区合作开发符合留学回国人员创新创业需求的金融产品，支持留学回国人员以专利、专有技术等知识产权质押融资，符合条件的，按规定享受创业担保贷款及贴息等政策。
(7) Supporting financing services. Financial institutions are encouraged to cooperate with the Park to develop financial products that meet the innovation and entrepreneurship needs of overseas-educated returnees. Support is provided for returnees to obtain financing through the pledge of intellectual property rights, such as patents and proprietary technologies. Eligible cases shall enjoy relevant policies such as entrepreneurship guarantee loans and interest subsidies in accordance with regulations.

四、《措施》实施说明
IV. Implementation Instructions for the Measures

（一）上述措施涉及的资金由市级财政统筹安排，按照“事后奖补”原则，每年集中申报1次；有关内容与现行政策不一致的，按“就高不就低”原则执行，不重复享受。
(1) Funds required for the aforementioned measures shall be coordinated and allocated by the municipal finance authorities. Applications will be accepted once a year centrally, following the principle of post-event rewards and subsidies. In cases where provisions herein conflict with existing policies, the principle of "applying the more favorable provision" shall prevail, and benefits shall not be duplicated.

（二）建立项目资金测算评估与审计监管机制，根据需要可委托第三方机构开展绩效评价，对违反规定、弄虚作假骗取奖补资金的单位和个人，除追回奖补资金外，将依法依规追究相关人员法律责任，3年内不得申请我市各类财政奖励和扶持资金。
(2) A mechanism for the estimation, evaluation, audit, and supervision of project funds shall be established. Third-party institutions may be commissioned to conduct performance evaluations as needed. Any entity or individual that obtains rewards or subsidies through violations of regulations or fraudulent means shall be required to return the funds and shall be held legally accountable in accordance with laws and regulations. They shall be ineligible to apply for any municipal financial rewards or support funds for a period of three years.
